Usually undersized gutter or too few downspouts rather than a clog. A system sized for average rainfall will overflow in a real storm, and in regions where rain arrives as short intense bursts rather than steady drizzle that happens several times a year.

Check the simple things first: whether it overflows along the whole run or at one point, and whether the downspouts are actually clear. Overflow at one spot is a blockage. Overflow along the entire length in every heavy storm is a capacity problem, and no amount of cleaning fixes it.
