A gutter full of ice weighs several times what it was designed to carry, and the hangers give before the gutter does. Damage often does not announce itself in January — it shows up in spring as a sagging run, a section pulled loose from the fascia, or a seam that has opened.
Ice dams are the related problem: melt water runs down a warm roof, refreezes at the cold eave, and backs up under the shingle courses. That is an attic insulation and ventilation issue rather than a gutter one, and treating it as a gutter problem is how people spend money without fixing anything.
